This is a large circular doiley or centrepiece. My Mum-in-law started something similar about 70 years ago, and gave it to me a couple of years ago, asking if I would like to finish it. I said no, because I had no idea what it was, or how it was worked. I believe it is called "Tape Lace" among other names, as it consists of a piece of tape, pinned to a cloth, then stitched to attach it. This item also has some cutwork in it as you can see.
